البيان الختامي الصادر عن المشاركين في المؤتمر الصحفي الخاص بمناقشة تقرير الشبكة المدنية عن انتهاكات حقوق الانسان في كل من محافظة شبوة والضالع وتعز ولحج وعدن للفترة من يناير 2020 حتى يونيو 2021م.
نظمت الشبكة المدنية للإعلام والتنمية وحقوق الانسان اليوم الاحد الموافق 12سبتمبر2021 مؤتمراً صحفياً، في قاعة الخيمة، بفندق كورال، مديرية خور مكسر، بالعاصمة عدن، وذلك لمناقشة تقرير الشبكة الخاص بحالة حقوق الانسان خلال الفترة من يناير2020 حتى يونيو 2021م ، والانتهاكات التي ارتكبتها المليشيات الحوثية، ومليشيات حزب الإصلاح، والقوات الخاصة التابعة للحكومة اليمنية، في كل من محافظة شبوة، والضالع، وتعز، ولحج وعدن، بحضور
عدد من رؤساء وممثلي المنظمات الحقوقية والمدنية وصحفيين وإعلاميين، ووسائل الاعلام المقروءة والمسموعة والمرئية، وشخصيات اجتماعية، وثقافية، ونشطاء مجتمع مدني، وباحثين أكاديميين، ومهتمين بالشأن العام الحقوقي والإنساني.
افتتح المؤتمر في تمام الساعة 10:00صباحاً بكلمة رئيس الشبكة الدكتور محمود شائف مرحباً بالحاضرين مستعرضاً منهجية وخطوات اعداد التقرير، والآلية المتبعة في رصد وجمع المعلومات الخاصة بتوثيق الانتهاكات التي ارتكبتها اطراف الصراع، وصولاً الى اخراجه وطباعته بصورته النهائية.
تلى ذلك عرض فيلم وثائقي عن نماذج بعض وقائع حالات الانتهاك لحقوق الانسان التي ارتكبتها مليشيات حزب الإصلاح في محافظة شبوة، والحشد الشعبي في تعز، ونماذج من وقائع الهجمات والاعتداءات الاجرامية الحوثية بالصواريخ الباليستية والطائرات المسيرة، على قاعدة العند ومطار عدن الدولي.
عقب ذلك تم اتاحة الفرصة للمناقشة لطرح الأسئلة والاستفسارات من قبل المشاركين وتم الرد عليها .
وفي ختام المؤتمر أكد المشاركين والحضور على ما يلي:
أشاد المشاركون بالجهود التي بذلها فريق وإدارة الشبكة ، والمنظمات الأعضاء المنضوية في اطارها، في اعداد التقرير وإخراج هذا العمل الحقوقي المتميز، وأكدوا على إيلاء الاهتمام لمثل هذه التقارير الحقوقية لما لها من أهمية برصد وتوثيق كل جرائم وانتهاكات حقوق الانسان التي ترتكبها اطراف الازمة وفي حماية وصون حقوق الانسان.
أكد المشاركون أن الهجمات والاعتداءات بالصواريخ الباليستية والطائرات المسيرة، التي تستهدف المدن الجنوبية ،ومطار عدن الدولي ، وقاعدة العند ،وكذا الاعيان المدنية في المملكة العربية السعودية، واستهداف التجمعات السكانية والاحياء المدنية، بقذائف المدفعية والأسلحة الثقيلة والتي تشكل جميعها انتهاك واضح لمعايير وقواعد القانون الدولي الإنساني، وتشكل جرائم ترتقي الى مستوى جرائم حرب وجرائم ضد الإنسانية.
يدعوا المشاركون المنظمات الدولية، واللجان الدولية المعنية باليمن ،وفي مقدمتها المفوضية السامية لحقوق الانسان، وفريق الخبراء البارزين لمجلس حقوق الانسان ومجلس الامن الدولي، وكذا اللجنة الوطنية للتحقيق في انتهاكات حقوق الانسان، الى رصد وتوثيق الانتهاكات وجرائم القتل والتنكيل التي ترتكبها المليشيات الحوثية ومليشيات حزب الإصلاح والقوات الحكومية، في كل من محافظة شبوة، والضالع، ولحج، وتعز بحق المدنيين وتقديم مرتكبيها للمساءلة والعدالة.
يؤكد المشاركون على أهمية استقلال القضاء وعدم التدخل في شؤونه، وعلى أهمية تمكينه من التحقيق في عمليات الفساد والتلاعبات البنكية والنهب للمال العام ،وفق ما ورد في تقارير الأمم المتحدة، والى تعزيز دور الجهاز المركزي للمراقبة والمحاسبة، والعمل على إعادة هيكلة المؤسسات الاقتصادية والمالية وفق ما نصت عليه تفاهمات اتفاق الرياض، وتمكينها من تطبيق القانون ومحاسبة وتغيير الفاسدين.
- يدعو المشاركون المجتمع الدولي الى الالتفات الى ما يجري في شبوة من جرائم وانتهاكات، واعمال قتل واعتقال وملاحقات واختطافات واخفاء قسري، وتضييق على الحريات العامة والاعتداء على المسيرات السلمية والنشطاء الإعلاميين، التي ترتكبها مليشيا حزب الإصلاح، والقوات الأمنية الخاصة التابعة للحكومة اليمنية، والجماعات الإرهابية المرتبطة بها، (بقيادة عبدربه لعكب الشريف) وبدعم وتوجيه محافظ محافظة شبوة (محمد صالح بن عديو) وتحميلهم المسؤولية الكاملة عن كل تلك الجرائم والانتهاكات بحق المدنيين وأبناء شبوة عامة.
- يحمل المشاركون الحكومة اليمنية مسؤولية تردي الأوضاع الاقتصادية والمعيشية والخدمية والأمنية، ومن غياب للخدمات وتدهور الأوضاع الصحية والتعليمية، وتدعو التحالف العربي، الى الالتفات لما يجري في عدن والجنوب بشكل عام، والزام الحكومة اليمنية بسرعة معالجة الأوضاع الاقتصادية والحياتية وإنقاذ الناس، من أوضاعهم المأساوية، وبشكل عاجل في عدن والمحافظات الجنوبية، التي وصلت فيها الأوضاع إلى درجة لا تطاق بل ويصعب وصفها، وتحملها المسؤولية عن كل ما يمكن أن تؤول إليها الأوضاع في المستقبل ،فقد بلغت النفوس الحناجر.

Final statement
Issued by the participants in the press conference to discuss the report of the Civil Network on human rights violations in Shabwa, Al-Dhalea, Taiz, Lahj and Aden for the period from January 2020 to June 2021
Today, Sunday, September 12, 2021, the Civil Network for Media, Development and Human Rights organized a press conference in the Al-Khaimah Hall, Coral Hotel, Khormaksar District, in the capital, Aden, to discuss the network’s report on the human rights situation during the period from January 2020 to June 2021 AD, and the violations committed by the Houthi militias. The Islah Party militias, and the special forces of the Yemeni government, in Shabwa, Al-Dhalea, Taiz, Lahj and Aden governorates, in the presence of
A number of heads and representatives of human rights and civil organizations, journalists and media professionals, the print and audio-visual media, social and cultural figures, civil society activists, academic researchers, and those interested in human rights and public affairs.
The conference opened at 10:00 a.m. with a speech by the head of the network, Dr. Mahmoud Shaif, who welcomed the attendees, reviewing the methodology and steps for preparing the report, and the mechanism used in monitoring and collecting information related to documenting violations committed by the parties to the conflict, in order to produce it and print it in its final form.
This was followed by a documentary film showing examples of some cases of human rights violations committed by the Islah party militias in Shabwa governorate and the Popular Mobilization Forces in Taiz, as well as examples of Houthi criminal attacks and attacks with ballistic missiles and drones, on Al-Anad base and Aden International Airport.
After that, the discussion was given the opportunity to ask questions and inquiries from the participants, and they were answered.
At the conclusion of the conference, the participants and attendees emphasized the following:
The participants commended the efforts made by the network’s team and management, and the member organizations affiliated with it, in preparing the report and producing this outstanding human rights work, and they emphasized paying attention to such human rights reports because of their importance in monitoring and documenting all crimes and human rights violations committed by the parties to the crisis and in protecting and safeguarding human rights.
The participants emphasized that the attacks and attacks with ballistic missiles and drones targeting southern cities, Aden International Airport, Al-Anad base, as well as civilian objects in the Kingdom of Saudi Arabia, and targeting population centers and civilian neighborhoods, with artillery shells and heavy weapons, all constitute a clear violation of the standards and rules of international humanitarian law. Constitute crimes that rise to the level of war crimes and crimes against humanity.
The participants call on international organizations and international committees concerned with Yemen, led by the Office of the High Commissioner for Human Rights, the Group of Eminent Experts of the Human Rights Council and the UN Security Council, as well as the National Committee to investigate human rights violations, to monitor and document violations, killings and abuse committed by Houthi militias, Islah party militias and government forces, In each of the governorates of Shabwa, Al-Dhalea, Lahj, and Taiz against civilians, and to bring the perpetrators to account and justice.
The participants stress the importance of the independence of the judiciary and non-interference in its affairs, and the importance of enabling it to investigate corruption, bank manipulation and looting of public money, according to what was mentioned in United Nations reports, and to enhance the role of the Central Organization for Monitoring and Accountability, and to work on restructuring economic and financial institutions in accordance with what It was stipulated in the understandings of the Riyadh Agreement, enabling it to apply the law, hold accountable and change the corrupt.
- The participants call on the international community to pay attention to what is happening in Shabwa of crimes and violations, killings, arrests, prosecutions, kidnappings, enforced disappearances, restrictions on public freedoms and attacks on peaceful marches and media activists, committed by the Islah party militia, the Yemeni government’s special security forces, and terrorist groups associated with it, (led by Abdo Rabbo Lakab Al-Sharif) and with the support and guidance of the Governor of Shabwa Governorate (Mohammed Saleh bin Adyo) and holding them fully responsible for all these crimes and violations against civilians and the people of Shabwa in general.
- The participants hold the Yemeni government responsible for the deteriorating economic, living, service and security conditions, the absence of services and the deterioration of health and educational conditions, and they call on the Arab coalition to pay attention to what is happening in Aden and the south in general, and oblige the Yemeni government to quickly address the economic and life conditions and save people from their tragic conditions, Urgently in Aden and the southern governorates, where the situation has reached an intolerable and even difficult to describe degree, and bearing responsibility for everything that the situation may lead to in the future, souls have reached their throats.
